The Issuance of A New State-Specific Identity Card / MyKad

Introduction

Sabah has the highest number of illegal immigrants (PATI) in Malaysia. Almost one-third of the people living in Sabah are foreigners but only 30% of them are legalised while the majority are classified as illegal immigrants. In total, Sabah is reported to be home to 1.2 million foreigners from the State’s 3.9 million population. Tawau District recorded the highest number of foreigners at 180,000, followed by Sandakan and Kota Kinabalu. In 2018, 450,000 foreigners were recorded and 250,000 placed under the Committee on the Management of Foreign Nationals in Sabah (JKPWAS), which consists of temporary residents, refugee children, people with documents but not issued by Immigration department, children of local marriages with foreign citizens and Pelauh people.

The large inflow of PATI in Sabah could be due to the existence of syndicates suspected of smuggling foreigners in to work in oil palm plantations, and some PATI being protected by locals who used them for cheap labour. More worrying, some PATI have managed to obtain identify cards, either fake or genuine from syndicates over the years. The sovereignty and rights of the people of Sabah have been violated by foreigners and posed a social threat (safety, health, political, etc.) to the locals.

Pengenalan

Sabah mencatatkan jumlah kebanjiran Pendatang Tanpa Izin (PATI) tertinggi di Malaysia. Hampir 1/3 penduduk Sabah merupakan warga asing namun hanya 30% daripada jumlah tersebut masuk secara sah manakala majoriti dikelaskan sebagai pendatang tanpa izin. Keseluruhannya Sabah dilaporkan dihuni 1.2 juta warga asing daripada 3.9 juta penduduk Sabah. Daerah Tawau mencatatkan jumlah pendatang asing tertinggi iaitu seramai 180,000 orang diikuti Sandakan dan Kota Kinabalu. Pada tahun 2018, seramai 450,000 adalah warga asing dan 250,000 diletakkan dibawah pengurusan Jawatankuasa Warga Asing di sabah (JKPWAS), yang mana mereka terdiri daripada penduduk sementara, anak pelarian, orang yang mempunyai dokumen tetapi bukan terbitan Imegresen, anak hasil perkahwinan orang tempatan dengan warga asing dan orang Pelauh.

Kebanjiran PATI di Sabah ialah terdapat kewujudan sindiket yang disyaki menyeludup mereka masuk kebanyakannya untuk bekerja di ladang sawit dan sebilangan PATI dilindungi oleh orang tempatan yang menggunakan mereka sebagai buruh murah. Lebih membimbangkan, sesetengah PATI Berjaya mendapatkan kad pengenalan, samada palsu atau tulen daripada sindiket selama ini. Tambahan pula, kedaulatan dan hak rakyat Sabah telah dicabuli oleh warga asing dan memberikan ancaman sosial (keselamatan, kesihatan, politik, dll.) kepada warga tempatan.
